The motherboard is a Dell Intel C600 / X79 I tried almost everything that I could read here or online in general. Both have exactly the same issue, so im pretty sure its not hardware related : the two USB 3.0 ports are working but running at USB 2.0 speeds only. I have two Dell Precision 5600 workstations running Windows 10 64 Pro.
